Why isn't Landscape Maintenance Regulated?

The landscape industry is regulated by various entities such as the State of Arizona for licensing and registration; and local municipalities that review and provide permits for plans. Landscape Architects are registered by the State of Arizona only after they have completed a number of strict requirements; combination of experience and education prior to passing a series of tests. The Landscape Contractor is regulated by the State of Arizona Registrar of Contractors. There are specific requirements for professional licensing with regard to installation of landscape, irrigation, low voltage electrical and hardscape items.


The easiest area by which a company can enter the landscape industry is through landscape maintenance. It is the least regulated area of landscape contracting services and provides the most opportunities to work in the landscape industry. Companies can start up with little capital or knowledge of acceptable landscape practices. Without having to be registered with or certified by any industry board of standards, the potential for harm to the landscape simply through lack of horticultural and technical knowledge is considerable. So, the next time your "Landscape Company" tells you we ONLY do maintenance you may want to question their competency as ‘experts in the field’. This is not to say that all contractors that provide ONLY maintenance services should be excluded as potential threats to your landscape.
